Lacombe city council passed its Smoking Bylaw on Monday night, banning the consumption of recreational pot in public.

Those who use cannabis for medical reasons will have to follow the rules for tobacco.

“Under the circumstances in the way that this was handed down from the federal and provincial governments, I think that Lacombe has pretty much stepped up to the plate and has done a good job with extensive consultation and practical rules that reflect the wishes of our community as a whole,” said Mayor Grant Creasey.

“If somewhere down the road, we see there is room for improvement, then I’m certain that council will take steps to ensure that happens.”

The bylaw also tightens rules for smoking tobacco, banning it in public spaces, including parks, trails and all city-owned land.

One amendment passed on Monday night, to relax the minimum distance smoking would be allowed from doorways, windows and air intake systems in the downtown area. Instead of 10 metres, smokers must keep a distance of five.

The change was proposed by Coun. Thalia Hibbs, who was concerned about what impact the restrictive rules would have on downtown businesses.

Elsewhere in the city, the minimum distance smoking can take place from doorways, windows and air intake systems will be 10 metres.

It will cost the city $5,400 to install 155 signs at various parks, playgrounds and facilities.

A first offence for breaking the law would be a $250 fine. A second offence would result in a $500 fine. Third and subsequent offences would be a $1,000 penalty. Police will also be able to seize smoking paraphernalia like vapes from minors.
