Jim Carr, a Liberal Member of Parliament for Winnipeg South Centre passed away at his home on Monday.

Carr was first elected to Parliament in 2015.

He served as Minister of Natural Resources from 2015 to 2018, in that role he emphasized the importance of environmental and regulatory systems.

In 2018 he was appointed Minister of International Trade Diversification and was involved in the development of the Canada and European Union Comprehensive Economic and Trade Agreement.

He left Cabinet in 2019 after being diagnosed with cancer but would return in 2021.

Carr returned to cabinet as a Minister without a portfolio but was named as the Prime Minister's Special Representative for the Prairies. 

In a statement from his family, they said that he was pleased to see his bill, "Building a Green Prairie Economy," pass through the House of Commons last week.

Tributes and condolences from across the country, and from his colleagues on both sides of the aisle have been coming in.

Prime Minister Justin Trudeau said that the country has lost a dedicated parliamentarian that was an extraordinary man, adding that he was dedicated to every corner of this country and contributing to a better future for everyone.

Carr was also a member of the Manitoba Legislative Assembly for the provincial Liberal Party from 1988 to 1992, and in 2011 was awarded the Order of Manitoba for his contributions to the province.

Since 2019, Carr had battled with multiple myeloma ( a type of blood cancer) and kidney failure.

He passed away at his home Monday surrounded by his family and loved ones at the age of 71.

A public memorial for Jim Carr will be held on Saturday, Dec. 17 at the Centennial Concert Hall in Winnipeg
